Making an inserted picture (bitmap) partially transparent

How do I apply the transparency attribute to a picture that I want to insert
on a slide? It's a bitmap, and I want the objects underneath to show
through. Will this feature (transparency) only work on certain kinds of
objects or fills? Thanks!
