Making my DB runtime.

Ok, I have Access 2003 and have a DB I want to make runtime. I have
tested the DB by putting /runtime in the command line and everything
works fine.
I have read that I need the studio tools to do that, I have that and
have no such components.

How do I do this?

Do I have to get Access Developer?

Also, if I get the sagekey MSI loader, do I need anything else or will
that do?
