Making Outlook 2003 the default e-mail program

Outlook 2003 on Vista Home premium SP2

I just converted from windows mail to Outlook 2003. I have the option in
Outlook to make it the default e-mail program checked.

Windows mail still thinks it is the default e-mail program.

Is there another place to set this option that I am forgetting?

Start-Default programs (I think - on W7 now....)

I had looked under Set Program access instead last night.
