"manage forms" button missing in 2000

This button is missing in my Tools>Options>Other>Advanced
options. I know there's a fix. Please tell me how to
fix!

The fix is to change from Internet Mail Only mode to Corporate/Workgroup
mode, but that may not be desireable. See
