Manage Security & Users & Groups

I wish to allow only specific users to manage security.
However I do not wish the user to see all the categories.
How can I do that ?

Likewise for Manage Users & Groups. How can I do that
too ??

If a user has the ability to manage groups and categories, then they have
access to all groups and categories. These permissions can not be split
further.
