Manage Users Page displays search box instead of users

Hello All,

I am supporting an instance who are now seeing a new view in the Manage
Users page in PWA (2007) Instead of seeing the list of users, they now see a
page with just a search box that allows you search for users. I have seen
this before in instances with a large number of users but never understood if
this kicks in a when a specific user number is reached or if it was a setting
somewhere.

Can someone explain to me how this works and how to undo it if possible.

* For the record we are using MSPS 2007 and its fullly patched to date.

I discovered in another post that if you reach over 400 users, the page
reverts to the search facility versus displaying the users
