margins outside printable area

About 75% of the time, I get an error message in page
loyout in Word 2002 that says "one or more margins are
outside of the printable area. Choose fix or ignore."
The thing is, it's really NOT outside the printable
area. We have a set standard for margins at our office
1.8 inches from the top (to allow for our letterhead)
and .7 inches from the bottom (to allow for our footer).
Twenty-five percent of the time when I set these margins,
it prints correctly. The other 75% of the time, I get
this error message. I'm positive that there is NO
problem with the printer; we only have one printer and
25% of the time I'm able to set and print the margins
correctly. So there's no reason I shouldn't be able to
set it the other 75% of the time. My work-around is to
go to page layout and "trick" Word into thinking that my
paper is longer than it really is. (I put 8 1/2 by 13
rather than 8 1/2 by 11). The work-around is a pain,
though, because I have to manually feed every single
sheet of paper in the printer because Word thinks it's an
unusual size.

I've called Word support at $35 bucks per question, and I
was told that it's a flaw (i.e. BUG) in this version of
word. The guy I talked to at Microsoft didn't know how
to fix it. (I loved spending $35 bucks for Microsoft to
tell me they have a bug and don't know how to fix it!!!)
Does anyone have suggestions? Thanks.
