Margins won't work

My top and bottom margin won't move the text boundary as
they used to do. Thus, my cursor is at the very top of my
new page when the top margin is set for 1". What is wrong.
I "reinstalled" using Add/Remove programs, but the problem
still persists.

From the Tools menu, select Options and then go to the View tab and check
the "White Space between Pages (Print View Only) box.

Or, move the mouse cursor to the top of the page until the pointer turns to
an up and down arrow with the caption "Show white space" and then click the
left mouse button.
