Master Project Plan

I want to create a MS Project 2003 master project plan with subprojects
inserted. I understand I cannot publish resource assignments from the master
project plan because duplicate resource assignments will be sent. Could I
solve this problem by publishing resource assignments only from the
individual subprojects and not the master project? Individual project
managers will be developing the subprojects and I will be the owner of the
master project.

Your plan is solid. You can safely save the master project in the Project
Server database (assuming your Project Server administrator has enabled this
permission), but you should never publish the assignments in a master
project (as you surmise). So, yes, publish each project individually and
you will be fine. Hope this helps.
