Matching Address Country with Phone Number Country Outlook 2003

Hi,
I have Outlook 2003
I need to know if it's possible that Outlook updates the PHONE NUMBER
COUNTRY field automatically (assigning al country codes and "+") by reading
the ADDRESS FIELD COUNTRY information I already have in the contact.

Also, is there any application that does this or that manages Country codes
correctly to upgrade the phone numbers ?
