Max. Unit per resource per project

As the industry is more focused towards expert knowledge, more and more
people are assigned to multiple projects at the same time.

in order to monitor the overload within a project and working with
enterprise resources, it would be nice to have a feature to set a separate
max.unit per project.

example : 40% in project 1 and 60% in project 2.

An even better solution would be the ability to define it per time frame as
people are transitioning smoothly from one project to another.

The ability to assign a resource across a project at an opening max
percentage exists within the Assign Resource tool. It sounds like you want
to have a magic setting that locks this down in some way, but that's not
plausible in a system that is not designed to prevent over-allocation of
resources.
