Is there a maximum number of email addresses that can be placed in a
distribution list so that the email will reach each person in the list?

Not in Outlook. Your mail server may impose such limits, however.

Yes. Check with whomever is your e-mail provider as they will limit the
maximum number of recipients per e-mail as part of their anti-spam and
anti-abuse quotas.
