Meeting Invite Problems

I posted this over the weekend, the help offered (starting Outlook with the
/cleanviews switch) doesn't seem to be working. I post again in hopes of
another idea.

I manage a 50 user Exchange installation. Some of them have been receiving
meeting requests, that instead of being for the requested time, will simply
use the individual's next available timeslot.

For example, user A sends a meeting request to user B for 3PM 5 days from now.

User B receives the meeting request today at 10:45 AM. The meeting time
shows up in user B's calendar as 11AM today.

If user C was also invited, & opens the email at 12:15, his calendar
reflects a meeting time of 12:30.

User D may actually get the correct time.

Mostly, these meeting requests come from outside sources, not between my
users, but I do have one user using Outlook 2007 with XP pro that sends these
"broken" invites. Some of my users get broken invites from only one source,
and not from anyone else.

One of my users never got a broken invite until he used Windows update for
the first time in a year, then he got one.

This has been going on for about a month.

These are software developers, for the most part, savvy users.

Exchange Server 2003 and all clients are in the same time zone, and all have
correct time & time zone settings.

Most Clients are running Outlook 2003 but a few are running 2007 all are on
XP Pro.

I don't know if outside users sending broken invites are using Exchange or
pop3 email accounts, but obviously my one user sending them is using Exchange
