Meeting Requests not delivered

I have a user who does not receive any meeting requests. He is running
Outlook 2003 with all updates applied. He can send them out but does not
get the responses. Its just one user so I dont think its a server side
problem.

I havent seen a lot on this so any help would be appreciated
