Meeting requests wth embedded files come in as emails in Outlook 2003

I just installed Outlook 2007 on new Vista Ultimate machine.
I am a recruiter for a larger organization, but I send from outside
their walls, so am not on Exchange.
Now, when I send a meeting invitation from Outlook 2007 with a resume
of candidate embedded (very convenient for a candidate interview being
scheduled), over in Outlook 2002/3 it comes in as EMAIL with
attachment, -WITHOUT the normal meeting Accept/Decline buttons that a
MEETING invitation would have.
If I send a meeting announcement from Outlook 2007 WITHOUT any file
embedded/attached, it displays correctly in Outlook 2003 as an Invite.
lastly, when an Oulook 2003 user responds to a meeting with "Proposed
new time" back WITH a file embedded, the embedded file is not visible
at the receiving end in Ouutlook 2007.

Please help!! I need to schedule interviews for 100s of people!! and I
need the resumes to be inside/attached the meeting notices...
