If when sending a meeting request the reciever accepts the meeting but
chooses not to send an email response... should the tracking response
in the senders calendar be updated or not?

Thanks

Not. It is the response that allows the tracking. No response = no
tracking.

No, because no response is sent, the original sender has no way of knowing what the recipient has done with the request.
