Meeting updates are being processed as cancellations - Outlook 200

Issue: When PA updates meetings for Manager, a cancellation is sent out instead

I have confirmed the process the PA is using. Open invite, amend and then
click Send Updates. A cancellation message will then be received and instead
of updating for a few users, the invite will be cancelled for all users.
