Menu Bar disappeared

No matter what I do I can't get the menu bar back even
though the settings are set at Standard and Advance. I
need to get the File, Edit, View line back. Please help.

Close Outlook - find and rename outcmd.dat to .old. Reopen Outlook -
better?
