Menu item disabled

My Conditional Formatting option under Format on the Menu bar is disabled.
Why would that be? It used to be enabled.

I went to "Tools" "Share Workbook" and the box was not checked. What else
might cause this or am I not looking in the right place?

Is the worksheet protected?
