menu items are not visible under BCM in outlook

There are two menu items that I cannot see on my laptop. I'm trying to
import BCM data and there is no option under import/export for this. Also,
Business Tools is not visible. Do I need to reinstall? I have Outlook 2003
on Windows XP.
