Menu Items

Can menu items be controlled and managed at the user or group level? I only
see changes at the server level.

If you mean PWA custom menus, then no, you cannot control them at the user
level. If you add a new main menu and submenus in PWA, I believe that
everybody will be able to see them. Hope this helps.
