I purchased Office 2008 Family edition in french and I would like to have menus in english in particular in XL. It seems only french is available (Get File Info on the icon). Is there a way to download the english menus ?

You can't.
The app has the proper structure for multi-lingual interface, but the
resources are simply not in your version of the app.
The only option is to manage to lay a hand on an English install CD and
to re-install (after uninstalling the French version) the English
version with your serial number.
