menu won't go away

For testing purposes I created a small template containing VBA and put
it in the STARTUP folder. I no longer need this template so I removed it
from STARTUP.

After that I put the "real" template in STARTUP. I had to load it in
Tools > Add ins

Although the test template is physically no longer in STARTUP, Word
shows this test menu option and not the wanted final template menu.
Again and again, I must reload the final template in Tools > Add ins,
the <Remove> option for the test template is dimmed.

What can I do to solve this?

you could try resetting the Menu Bar.

Application.CommandBars("Menu Bar").Reset

This could cause addition customisations to disappear from the menu bar but
sometimes it is the only way to clear out menu items. Definatly less impact
than deleting normal.dot.

Are you sure you put your customization in your test template? It is easy to
make the changes to normal.dot instead because that is the default.

Under Tools => Templates and Add-Ins... do both or either of your templates
appear? If your test template appears, select it and click on the button to
remove it. If your other template does not appear it could indicate a couple
of things:

1) It is not in the correct StartUp folder. It has to be in the Word StartUp
folder or the Office StartUp folder. (Not in the Windows Start - Startup
folder.)

2) It is not really a template but rather a document, possibly with a .dot
extension having been renamed through the Windows interface. The automatic
loading of Add-Ins only works with templates. I'm not sure it would work
with a misnamed document. I suspect not.
