Merge User Accounts

When I try to "merge user accounts", I get the following
error message.
"Microsoft Project Server cannot merge an enterprise
resource account into another account."
Why can't I merge these accounts?

Because you can't.
You can only merge a non-enterprise ressource account with
an enterprise one that is the same physical person....
