message / bulletin board

Hi, I know this is a broad question but is there any way of creating /
obtaining a message board using Word, Excel, Access or frontpage. It needs
just to be able to be run on the local server - and not on the internet or
intranet.

Any ideas or directions would be greatly appreciated.
