message duplicates delivered

I am using Outlook 2003. I use the rules wizard frequently to direct emails
from certain contacts or sent to certain group lists to be moved directly
into different folders in my Inbox.
Normally, this works fine. Now what hapopens is that I'll make a rule but it
won't re-route the email, so I'll make the rule again. So now I have multiple
rules that all say the same thing.
This wouldn't be that big a deal, but what happens with some of these (not
all) is that I'll get two or more copies of each email. THis is especially
prone to happen with emails coming from yahoogroups, but happens with other
group lists too.
Is this an issue with my ISP, or is there something I can do within Outlook
to fix it?

You need to add the "stop processing more rules" action to the rule that
moves the message.
