Outlook has no quota. Depending upon the version, it has a restriction on
PST size.
What version of Outlook are you using and what type of mail account? You may
have a quote imposed by your Exchange admin if that's the type of mail
account you have.
Not an Outlook issue. Quotas are enforced by whomever is your
unidentified e-mail provider. Ask them about their anti-abuse or
anti-spam limits. Read their web help pages. Pay for a business class
account with higher quotas. Find another e-mail provider with higher
quotas.
