Message Rules not working

I'm using Outlook 2002. I have seven message rules, all intended to send messages to particular folders based on words in the Subject field. When I start Outlook, invariably, the first two or three messages that come into my inbox that would meet the conditions of one of the rules don't get moved and stay in the Inbox. When I run the rules manually, they work -- the messsages are moved

Any ideas
