Message rules problem

I used to use outlook express 6, where in the "tools -
message rule" section, it's possible to delete or not
download unwanted emails from the server. However since
switching over to "Outlook 2000" I can see nothing in
the "tools" section that allows me to perform the same
task. The rule that does this in outlook express is not in
the "Rules Wizard" in Outlook. Could anyone please tell me
if there is a solution to this problem. Many thanks.

Outlook rules only work on items downloaded to the Inbox

Thanks. It seems odd that a less sophisticated program
like Outlook Express provides a far more useful command
than Outlook does. It seems I may have to revert back to
Express.
