Message Rules

When I try to make a message rule telling my computer not
to download certain messages, it doesn't work because I
can't get rid of the "Apply this rule after download"
line. Is there some way to change when the rule is
applied?

No. Outlook must download the message in order to apply a rule. There is
no way in Outlook to selectively download messages from the server.
