How do I increase the allowable size of an outgoing message? I'm attaching a
zipped file and keep getting a message stating "the message being sent
exceeds the size allowed for this user."

You need to talk with whomever runs the mail server. (Corporate or ISP help
desk is an ideal place to start since it could be your mail server or the
recipeints mail server that is throwing that message.)

You can't increase it. The recipient's ISP is doing the limiting, judging
from the message you received.
