Message Stuck in Outbox: Outlook 2003

Others have this problem and I've tried the remedy suggested just
yesterday:

File->Work Offline. Close Outlook completely (check task manager).
Reopen
and delete the message. Click FIle->Work Online.


I'm still told that I cannot open the message (nor delete it) because
"Outlook has begin transmitting this message"
It is only 11mb. I believe I put a ; instead of a , between two
addresses and this might be causing the problem.

this stuck message is stopping others behind it from going out. I can
delete those I found.
I'm able to receive messages.

I'll be damned ... as soon as I finished posting this, I tried the
recommended method once again, this time after restarting, and it
worked.
the mesage is gone and I'm back to normal.

Oops, not so fast. It showed up again. I'm confused and frustrated
with this @!#$%!! program.
