Message Tracking in Outlook 2000

Hi, I have a query about Outlook 2000. When I send a message, i hav
send read receipt ticked for all messages. Sometimes the messages
send get an extra tab called tracking. These messages are flagged wit
a symbol with a "!" on it. However, some messages i send, get rea
recipts but are not flagged or have the extra tab. Why is this
