Message Tracking respond

Hi,

I use Outlook 2003/2007 with Exchange Server 2003/2007. I send message to
internal users and external users with read tracking option. All read respond
messages return to me. However, when I open the sent message and select the
tracking page, I only see internal users read respond field marked read. All
extenal users read respond field is empty.

Does tracking option ony work on internal users with Exchange Server?
