Messages always sent as HTML even though Rich Text Format is selec

I'm using Outlook 2000 and all my messages are recived as HTML even though I
send them as Rich Text Format. It also screws up my attachments sometimes
when I send using Rich Text and HTML is received. How can I ensure all
emails are recived as Rich Text Format?
