Messages build up in outbox

Greetings, I'm using Outlook 2000 on Win XP SP2, and as I create e-mails and
send them, they hang out in the outbox. When I hit send and recieve, they
don't go anywhere. If I quit out of outlook, and then open it back up, it
will send 2 e-mails at a time....

Any Idea what is happening?
