messages in outbox

How do I get my new messages to remain in the outbox until I decide to press
the send/receive button?

Either work Offline or do Tools-Options-Mail setup and uncheck the box "Send
immediately when connected"

That last option will not achieve what the OP is requesting as messages
still would send via the automatic send/receive interval which is
configured. This means that it could still be sent within seconds.
