Messages Saved as Drafts after saying NO to prompt. Outlook 2003

We can open a new mail message, after three minutes the message auto saves
unsent items as a draft in the drafts folder. If one decides not to send the
item, and close it, gives the user the option "A draft of " " has
automatically been saved. Do you want to keep it?" Our problem is, when you
select NO, the mail should simply close and deletes itself from the "Drafts"
folder. Instead, it remains in the Drafts folder as though you selected YES.
Any suggestions or anyone else having this issue?
