Messages set for Delay Delivery Sent hours later than especified time

Hi All,

New e-mail message tool bar:
View>Options>Delivery Options

What does "Do not deliver before" actually mean? I set an email to be
delivered at 5:00 PM and the recipient gets it the next day at 10:00 AM and
keep in mind that we both are in the same exchange organization.
You views/advice on this would be most appreciated.
