Messages won't leave OL2007 Outbox in WinXP

Running OL2007 under WinXP Home SP3.

OL was running under Vista. It was re-installed under XP, backed up, and
transferred via ABF's Outlook Backup software which has proved to be very
dependable in the past. Now messages have accumulated in the Outbox and
show up italicized but refuse to leave. Send/receive is turned on for
entry, scheduled, and exit. What did I mess up now?

Something isn't configured properly inthe account settings.
