Research at the Microsoft DLL Help database
http://support.microsoft.com/default.aspx?scid=/servicedesks/fileversion/dllinfo.asp
shows that the expected versions of those two DLLs came with MDAC 2.5
Service Pack 2 while the current versions came with many files
including the original version of MDAC 2.5.

Thus I'd download the current SP of MDAC 2.5 and install it. See if
that fixes things up.

That said the DLL help database can be out of date and/or missing
various versions, etc.

There is another tool available which can also help out which is more
Access centric. SSW Diagnostics
http://www.ssw.com.au/ssw/Diagnostics/

See the MS fixes page at my website for links to the MDAC updates.
