microsoft access can't start because there is no

I have an application developed in ACCESS 2000, distributed as a .mde. We
distribute the app with the ACCESS 2000 Runtime. Needless to say we have had
many clients that have moved up to OFFICE packages higher than OFFICE 2000.
The problem is that we just had a client move to OFFICE 2007 and when they
try to execute our package (it is still using the ACCESS 2000 Runtime) they
get the following error: "microsoft access can't start because there is no
license for it on this machine". When I go to the knowledge base and do a
search on this error it says it refers to ACCESS 95 & ACCESS 97.
What up ????????????????????????????
