microsoft access outlook add-in for data collection and publishing always disable it self

There is a user that need the add-in data collection and publishing, and it shows unchecked, but when you check it to be enabled and Outlook reloads the check mark is gone. Something is keeping this add in from loading, has anyone ran into this problem?
