Microsoft Access was unable to create the Database window

I tried to convert a database created in Access 2002 to
Access 2000. When trying to open the 2000 file on a
machine with Access 2000, I get the error message:

"Microsoft Access was unable to create the Database
window. Please upgrade to a newer version of Microsoft
Internet Explorer"

I have upgraded internet explorer & I still get the same
message. Any suggestions?
