Microsoft Clip Organizer Error

I have a user that now receives an error attempting to
use clip art in all Office 2002 apps. The error
says 'Clip Organizer cannot complete the operation.
Unspecified error Error code 0x80004005. I've attempted
loading at patches, uninstalling Office completely and
reinstalling.
