Microsoft Frontpage Folder Will not Delete

I had installed Front Page 2000 on a windows XP Pro machine. I uninstalled
FP2000 and it left a folder under c:\program files called "microsoft
frontpage". In this folder was a sub folder called "Version3.0" then another
folder called "Bin". In this folder was two files FPSE98.exe and
FPadmin.exe. (or similar) I was able to delete the two files without
issue, but when I tried to delete the folder called "Bin". It kept giving me
error saying another user or program has this open.

I tried to stop all items that I could in task manager but it would not let
me delete this folder tree.
I also scanned the registry for all keys/values that had FrontPage in them
and removed them all. Still no delete.
I then rebooted into SAFE mode and was able to delet the folders there.
However, when I returned to Normal mode, the folders were back.
I then searched the HDrive and deleted all FP*.* files and DLL files that
were left behind from the uninstall to include windows xp cached dll files.
Went back to SAFE mode and removed the folders once more (making sure I
emptied the recycle bin) Returned to Normal mode and folders were back
again.
I then went to the folder and removed all access rights (including
system)(except ownership for myself). Repeated the Safemode / Delete, then
Normal mode routine again, and the folders keep coming back.

What could be keeping these folders locked open preventing them from being
deleted? Could it be some add-in that explorer is looking for?
How do I get rid of these folders?

These files are for the FrontPage server extensions, and
not for the FrontPage desktop software. If Windows
considers them system files, it'll restore them every
time you boot.

You may be able to nuke the files by uninstalling the
server extensions, either as an application or as a
Windows component (depending on where they came from
originally). But anyway, they're harmless.

I don't like trash setting around on my hard drive. If they are not being
used and the program is removed they should not be there. Even though they
are harmless it just bugs the h&ll out of me that I can't get rid of them.
There is enough clutter and junk that these systems collect due to badly
written programs and uninstall routines.

I'll cross post to the extensions news group and see what nibbles.

That folder was installed by the OS or Office (become part of the OS), not
by the FP client application, and it can not be removed, just disregard it.

Ah, that rings a bell.

Tim, if you install a new copy of Windows on a freshly formatted disk,
you can immediately set up a Network Neighborhood shortcut to a Web
server. And if that server has the FrontPage Server Extensions
installed, you can double-click the shortcut and use Windows Explorer
to manipulate files and folders as if the FrontPage Webs were local
folders.

This has nothing to do with the FrontPage desktop software, or with
FrontPage Server Extensions running on the local workstation which, in
this suppostion, aren't even installed yet. Instead, it uses some
software called the Web Extender Client (WEC).

WEC can be a little confusing because it's FrontPage Server Extension
software that doesn't run on the server! Instead, it runs on a client
computer that wants to access the server. And Microsoft makes it part
of Windows so that anyone who wants to access a FrontPage-Extended
server (and has the necessary credentials) can do so.

And becaue WEC is part of Windows, Windows replaces the "missing"
files every times it boots.
