Microsoft GB18030 Support Package

I am trying to remove superflous programs on my computer. I have no need for
Chinese Characters. I don't think that I need Microsoft GB18030 support
package?
I am unable to remove this program using "Add or Remove Programs". When I
click the remove button I am asked: "Are you sure you want to remove
Microsoft GB18030 Support package from your computer? Response YES. Windows
Installer appears but it is all in Chinese. Neither of the 3 available
buttons remove the program. Any ideas on how to remove GB18030?
