Microsoft Mail Post Office

I seem to remember that Office has the ability to create a Microsoft Mail
Post Office for use with Outlook Express within a network. We'd like to set
this up in a classroom to demonstrate email to our high school business
education classes. Do I need to download something, or can you tell me how
to access and set up this feature?

No, Outlook is a mailclient not a mailserver.

Actually, not Outlook Express - MS Mail (now old, unsupported) worked with
Outlook.

There are other options - check out Kerio Mail Server (www.kerio.com) for an
inexpensive option - or try googling.
