Microsoft Office Application Launch Failure

Operating System: Mac OS X 10.4 (Tiger)
Processor: Power PC
Email Client: pop

I have tried to launch the 2004 office products but I have gotten the following error message:

The application "Entourage" could not be launched because of a shared library error: ":<Microsoft Entourage><CarbonLib><CFMPriv_CoreFoundation><>"

This occurs with all the office products not just Entourage. How can I fix this issue?

The damaged file belongs to the Mac Operating System. To resolve this
problem, follow these steps:

1) Repair disk permissions. Use the Disk Utility to repair and then verify
disk permissions. Restart the system, and then check to see whether all
programs start.

2) Try downloading the combo updater from Apple and run it again rather than
using Software Update. Doing so overwrites potentially problem-causing
files. Use "Remove Office" and re-install and update Office.

3) If this does not work, you will need to do an Archive & Install of the
