I recently purchased a new Gateway computer and added the
above to my purchase. Can I install the Microsoft
program on another computer I have.

No. OEM licences are single use and are tied to the system they were
installed on. Even if it was a retail licence, unless the system was a
laptop - and for your exclusive use - you'd still be required to purchase
another licence.
